Oblivion won't load saves after movement glithc

Ok so i get this problem which ive been getting before - i move really slowly to the left and i can barely do anything. My animations are slow and stuffs like that.

I unplugged my joystick, that didnt fix it.

As I do usually when this occurs, i reinstalled the game. (twice)

When i try to load a savegame it doesnt even begin loading but crashed at 0% progress.

Wtf is the problem?1 I cant take it anymore. Im bored to death so i finally thought i could get some fun by exploring something and this happens right in my face! ARRGHh!
