Part of makes a good RPG worth playing all over again is that you couldn't make all the quest in one character.In Skyrim however, you can do everything and be every kind of character at once. To me that lowers the quality of the game. I would like to see an alignment mod, good vs evil. Where you can't both be an Mage and run quests for Theif's guild. Where you can't be an Orc Two Handed Warrior and Bard at once. Simply, where you actually want to play the game more than once, because you wanna be different kind of characters. Good, evil, or both, but whatever road you choose, you can't be EVERYTHING at once. To me at least, that would make Skyrim soo much better.
