Can't access Papyrus Fragment properties button

I tried using ini tweaks, Alt Drag, Infinite Screen...etc to no avail. My Skyrim Creation Kit doesn't have this issue. The pic of my quest window is attached.

 

Any help would be appreciated.

 

Edit: I can now access it by pressing the Compile button then Tab then Space. It's not a perfect solution but at least I can create quests now.

 

Hope this helps for someone with the same problem.
