dubiousintent
Don't know of any "Cyberwaves" version of PN. Suppose you mean "PN Cyberware" which is a component of the "Project Nevada - Extra Options" mod, which is a supplement to the original PN. That mod requires you to have previously installed "Project Nevada" itself (and patches), which in turn requires NVSE, the latest version of which is v5.0b3. Why do you think it isn't working? It's always useful to post your "Load Order" (LO) with your problem description. (Use the "Special BBCode" button in the Forum "Reply" menu bar as the third icon from the left in the top row, next to and left of the "Font" pick-list field to put the LO in "Spoiler" tags.) Screenshots are not the best way to convey your LO, because they usually can't include everything in one image. LOOT can copy your LO into a list suitable for posting on forums. (It's under the ":" with three dots to the extreme right in it's menu bar.) Most "mod managers" have a similar "LO List" capability. But the total number of mods you have installed in the DATA folder is also important, because even inactive plugins are counted against the so-called "140 cap". LOOT provides both numbers: active and total installed. -Dubious-

dubiousintent
That "load order" is not sorted correctly. See the "DLC expansions" section of the "FNV General Mod Use Advice" article for the correct DLC order. Recommend LOOT in general for the purpose of sorting. You are missing the component file "Project Nevada - All DLC.esp", which you should probably be using instead of the separate PN-<DLC> files to save "active plugin slots". I also don't see the "Project Nevada - Extra Options.esm", "Project Nevada - Cyberware Additions.esp", nor "PN _Rebalance Complete.esp". You might also try installing UIO as well. PN + Extra Options has several menus and while it doesn't say you must use UIO, it does assume the use of uHUD (or it's successor oHUD) and the combination might be needed to stitch them all together in MCM, especially as you have two Pip-boy mods. You might want to take a look at the "HUD-UI-Menu issues" article for why this can become a concern. Suggest you uninstall all the PN files, sort, and try again. -Dubious-

dubiousintent
The "ALL DLC" file is in "PN - Extra Options" mod. You will also want the "PN - DLC Support" file from the "PN Patches" mod. -Dubious-
