[LE] Is there a way to convert a follower mod into a playable race?

So, I was browsing the Skyrim nexus for mods as I'm wont do to when I'm bored, and one of the hot files at the time caught my attention. Namely this one: http://www.nexusmods.com/skyrim/mods/82251/?

 

I'm not going to lie, most of the mods I use are custom races, models, armors etc. and while I find that I like the mod as a character, follower mods really aren't my thing. This isn't really a mod request, so much as I have had zero luck finding a tutorial (if one even exists or it were possible) on creating a custom race based upon another (I.E. follower) mod. I would actually like to see this made into a playable race, and in the comments on the mod page as listed above I did make such a suggestion. However, I suppose I'm guilty of being quite a bit impatient and with practically zero experience with the creation kit, thought I'd try my hand at doing so if only for my own personal use. Is this something that can even be done? If so, how? Can anyone find/link/make a tutorial on how to do it? Even if it's not doable, I'd thank you for your time.
