Tolfdir won't sell appropriate spells

Is there a fix for Tolfdir, like a console command or something, that let Tolfdir sell higher spells than novice level?

I've encountered this problem the first time and the Internet won't give me much advice about it.

My Pc haves a skill of 56 in Alteration so he really should sell me the good stuff.

 

Any advice would be much appreciated.
