Unknown mod installed, no load order conflicts, game crashing on startup, help?

I let my little brother log into my computer to play Fallout 4. Now, he's familiar with modding, even moreso than I am (he's modded his skyrim to 254 plugins, AND somehow it doesn't CTD. Somehow.). I've got a lot of mods on my Fallout 4, and everything was running smoothly, however he told me he installed a mod on my Fallout when I let him play it. When I later tried to play Fallout 4, the game crashed on startup. I can't locate what mod he's installed, and there don't seem to be any load order conflicts when I look at it. However, when I try to load LOOT to check my load order, it gives me a weird messege about AppData/Local/Fallout4/Plugins.txt being unwritable that I've never gotten before. My load order is posted below in hopes that someone can help me out.

Go to your Account on the Nexus page http://www.nexusmods.com/fallout4/? go to User Area, Files, View Your Download History and you will see the last mod downloaded and you can disable/uninstall it. Then have a strong word with your brother.

Did your brother not even tell you which mod he installed? You'd best find out exactly what he did, and what he altered so you can remedy this. He's earned an instant ban from your computer.

Regarding the plugin text file, go to it's location, right-click on that file, select properties and make sure that he hasn't altered the read-only setting from what you had it on previously.

When I asked my brother, He told me that the only thing he's downloaded was the latest version of F4se, and that he didn't even download a real "mod" so to speak. When I went to check the F4se installation, everything seems to be in place without any wierd issues.

I went to try to check on the plugins.txt file, but there seems to not be any file of this sort in AppData/Local. Indeed, the Local folder doesn't seem to appear AT ALL. Someone help, please. I usually just leave this stuff to Steam to deal with but my internet is pretty shitty at the moment so I can't just redownload everything...

I fixed it.

Apparently he'd installed the latest version of f4se without bothering to update mods that used plugins for it.
