I also have the same issue. My download speed is normally 400 kbps, now it's just 10-50 kbps.

Well it all started on March 14, 2017, which is last week, I started to update some of my mods and I realized that the download is too slow. So I checked on the Skyrim Nexus (Not Skyrim Special Edition Nexus) to see if the problem is on the server or my PC. After downloading some mods, I observed that the download speed of the SSE Nexus and Skyrim Nexus has no difference, which means both are providing slow download speeds (50 kbps max). I also downloaded other programs in my browser, Google Chrome, and the speed of those downloads are well (500 kbps max). So yeah, I hope that this issue gets fixed soon cuz I really want to download a lot of mods for my SSE again.

PS. I also tested the download speed in NMM, and the results are pretty much the same with the website. SLOW (50 kbps max).
