Dragonborn DLC issue CTD

I had some issues as well in Dragonborn DLC. I mostly get CTD from looting a dead cultist, first meeting with Miraak cutscene, and Miraak stealing the dragon soul after I kill the dragon. My Dawnguard DLC, Skyrim, and Hearthfire DLC is perfect and there are no CTD, except DragonBorn DLC. I am not quite sure what causes these issues to frequently happen to my save games (5 saved games and different characters.) I tried to reinstall skyrim through steam, but the same thing happens. Does anyone having this issue? I have the total amount of 249 plugins and 443 active mods. I used LOOT, savetool, and tried Skyrim ScriptCompilerSSE, but I had no idea on how to use and fix it.

Make sure that your Skyrim.ini and SkyrimPrefs.ini settings are as they should be, maybe even delete them if necessary, then the game will recreate them and you can go and do any ini tweaks to them if some of your installed mods so needs. I personally use BethINI for a few ini tweaks, that also makes the inis a bit more easier to read, you can get it from here. BethINI might also fix the ctds in itself so you probably don't even need to recreate them alltogether.

Long shot: I read something similar sometime ago and it was caused by a mismatch in Microsoft C++ Library, so also reinstalling that might also help.
