Extreme Laggy Unplayable Fresh Install

I have had this game for a while now. I played it on ultra settings with HD textures and Quality Enhancing Mods without my computer skipping a beat. I did a clean install of Windows 7 Professional on my computer and now i can't play it at all. I have done all the updates, drivers, EVEN added skyboost and nothing.

i put in SKE and skyboost to see if that would help but that is all.

it doesnlt crash/ Its just SUUUUPER laggy and jtttery i can barely move.

Windows 7 was installed - Loaded Motherboard/chipset drivers - Graphics card - windows update o the max.

did you try beta patch?

Also did you install drivers in this order (minus dell-specific stuff)

Same OS i just did a fresh install to clean my system.

and yeah i have reinstalled like 3 times already and nothing.

No i didn't try the beta patch. My game was running Fine then it just started being retarded after a clean install on a Clean install.
