Bring the sierra madre home to the Mojave with you

I think it would be a neat idea if there was a mod where you (the player) could launch a bunch of missiles upon the Mojave so that the cloud spread throughout the area. Towns with important NPCs could be left clear of the hp depleting town but still have the cloud effects (the whole sierra Madre had the cloud but only some areas hurt you, assuming you where not playing hardcore.) Then ghost people could spawn throughout the Mojave and attack caravans and of course the player in small hunting parties.

 

Now assuming the above is impossible would it be possible to just cover the Mojave with the cloud and make spawn zones for the ghost people instead of the above method?
