NCR texture conflict AKA every-time I see NCR my game crashes

I downloaded Dragbody's NCR Ultimate Overhaul from the Gunetwork.com. (Here is where I believe I goofed) I pasted the mod's Meshes and Texture folder into the game's data folder. Then I finally got a clue and added the rar into FOMM. At first everything was running perfectly, then I choose to deactivate it on FOMM and activate ADAM's NCR trooper glove ESP retexture instead because I assumed the random crashes when walking in the open areas were from mods taking up too much space. This lead to my game crashing every time I see NCR troops (not rangers, just troopers) their armor is going from matte black to tan rapidly then the game crashes. So then I tried deactivating the NCR Trooper Glove ESP, and reactivate the Ultimate NCR Overhaul. This now leads to crashes when the map loads up NCR troopers. I tried deleting the NCR Overhaul Mod in the Data folder, however it is denied because I do not have "administrative" powers, nor can I even enable myself as an admin. I tried uninstalling FNV, but the mod is still in their along with everything else.

Well, you are partially correct in the cause of your problems. When you copied the texture and mesh files of that "overhaul" (usually the case with ANY "overhaul") you replaced vanilla versions of those files. Depending upon which one you use, some mod managers attempt to "restore" the previous files that were present when you "uninstall" (not the same as "deactivate") mods. But that won't help in this case as your direct copy didn't preserve the vanilla files. (It's actually more complicated than that as most vanilla files are in BSA files, but you get the picture.) You should read the wiki article "FNV General Mod Use Advice" to understand the difference between "uninstall" and "deactivate", as well as many other things you need to know about modding this game in particular.

 

The need for "administrator" rights means you installed the game to the default Steam location. A natural mistake that Steam now recognizes as such by providing a process to move it's games out of the "C:\Program Files" folder tree. See the article "Installing Games on Windows Vista+" in my signature for the details on why and how to fix this. You are going to have to get someone with "administrator" rights to help, not only to remove the old install from "C:\Program Files" but to also setup the permissions correctly on the new "C:\Games" (or equivalent) folder.

 

As for the "random crashes", sounds like you are using the games built-in "auto save" feature. See the "Solutions to "Crash To Desktop" (CTD) problems" section of the "Fallout NV Mod Conflict troubleshooting" guide for not only that specific problem but also some other performance improvement fixes.
