Where to start with combat stat modding?

Quick question; just wondering where/what files to start with in order to mod combat stats in skyrim SE? Things like health values, damage values, attack speeds, etc? Most of my googling has only come up with mods that already do this, not instructions on how to do it myself. And there doesn't seem to be an alreay-created mod that allows this level of customization in the game yet.
