Enemies do not take damage within first hits?

Well, I seem to have a problem where sometimes enemies do not receive any health lost when I hit them with a spell but are affected by the knock back from the perk, this usually only happens within 2-5 times after engaging the enemy. After I hit them 5 times, they start receiving damage, this also seems to be the case with my companions too. I'm wondering if this is a game bug or a mod issue... Though I have only tried attacking the enemies with spells. The only mods I have that affect the player combat is PISE and Better Magic. Does anyone have an idea to what the cause is?

Strangely, this issue seems to only apply to creatures, draugrs, dwemer robots, and falmer... The human enemies as well as ghosts and skeletons seem to be receiving damage just fine.

I've come to realize this myself. This 1.4.20 patch really is a huge problem. Thank God it's beta.

Actually, I'm still on 1.3

Edit: Hmm, only mod affecting those mobs would be the deadly dragons creature plugin... I wonder...

Edit: Yep, turns out it was the Deadly Dragon's creature plugin. Can't tell if that was intentional due to the nature of this game.
