The lashes are part of the eye texture. Make sure you don't modify that section, and make sure you don't modify that part of the alpha channel.

 

but here's the thing, lets say that I re-texture the retina and that's it, then go in game; the eyelashes are now solid black on the nord race and other races too

Is it possible it's got something to do with alpha channels? Have you saved your textures in the right format? Textures with alpha channels should be saved in "DXT5 with alpha", and textures without alpha should be saved in "DXT1".

It's very likely that you saved the texture without the alpha channel. Make sure you save it as DXT5 w/Alpha ARGB. Also make sure that the program you are using to edit the eye isn't dumping or merging the alpha channel.

In Photoshop, you can make sure the alpha channel is intact by just selecting the Channels tab (next to layers) or use the drop down menu Windows>Channels.

 

Here's what you should see (that is an eye texture with the alpha showing they make the lashes.

You are using the NVidia DDS plugin, yes?
