The following guilds accept hungry vampires (but still don't like to be bitten): the Companions, the Dark Brotherhood and the Thieves guild. There are also great number of people (and always someone sleeping at night) in mages' guild, guards' barracks and military camps. Your followers can be bitten after being ordered to lie down on any bed. I don't know about your situation, since I've never had a hunger problem, and had sneak as a primary skill for a vampire character.

If you have a follower - simply find a bed. If you don't - sneak upon the military camp under invisibility and feed on a sleeping soldier, or feed at Dark Brotherhood, if you are its' member.

I just used the power to calm people down, and it worked and i got to get through with the ritual.

Notes

If you are a stage four vampire, Falion will not perform the ritual, and may attack you. You need to find someone to feed.Once you've feed, you will be back to a Vampire Stage 1 and people will stop attacking you. You may use Calm to make him non-hostile.

If you delay Falion's arrival to the ritual site, Falion may not perform the ritual and will keep the black soul gem you gave to him.

You can become a vampire again after completing this quest by contracting Sanguinare Vampiris and waiting 3 days again.

You need first Visit any inn. They will send you to Morthal to speak to a man named Falion. From there the quest Rising at Dawn will begin.

Only after you visit any Inn the quest for cure begins.

Bugs

Upon arriving at the summoning circle during the Speak to Falion objective, Falion may be standing outside the circle, which will prevent you from continuing the objective this quest. In order to complete the objective you must force him into the circle, either by luring him into the circle by attacking and calming him or by nudging him little by little into the circle. Once he is in the circle, speaking with Falion will trigger the next stage of the quest.
