Unable to complete Stormcloak questline

Galmar keeps telling me a) I haven't completed the Fort Snowhawk quest, or b) he gives me the quest again after I've already completed it twice. The second time I was forced to use the console to advance due to a lack of Imperial soldiers to kill.
