cant look? (weird problem)

so i was just doing the quest with barbas and gotten the woeful axe and handed in the quest...

 

but now i can't look up and down at all... tried fast traveling... tried zoning... tried another save... nothing seems to work

 

when i switch to 3rd person cam the screen goes to a full colored screen (different colors depending on location) with only the crosshair...

 

 

anyone have a clue what could cause this?

haven't installed any new mods
