Need help with Leveler's tower Special Edition

So I'm inside the tower, I just can't toggle any buttons or any other activated things. I can pick things up like ingredients or open chests and such. The portals don't work either. I'm new to modding, this is my 8th mod, but I've been trying to figure this out for two days now. I used NMM initially even though it wasn't recommended, so then I tried unzipping the files and transferring them. I don't think I transferred them correctly? When I unzipped there was a Leveler's tower read me file, and a "Data" file, with other folders inside. So I just transferred the whole data file into the "Skyrim steam data file" or whatever.

If you need any other information let me know because I'd really like to get the full effect of this mod.
