Delikatessen
Here's the GECK: http://geck.bethsoft.com/index.php/Main_PageIn the second panel down, there's a download link for New Vegas' GECK. That site's full of Fallout 3 tutorials, but most of them still apply to New Vegas. You can find numerous tutorials for New Vegas around the internet for different things like weapon mods. If you want to make custom weapons and stuff, you'll have to learn how to use programs like Blender/GIMP (free) or 3DS Max/Photoshop (not free) then learn to use NifSkope (also free) and how to import the meshes and stuff. That could take a while, because I just figured out how to combines meshes in NifSkope after two months of learning how to use NifSkope . As for the mods, just browse around the Nexus for them. Here is a tutorial on how to install the GECK and mods. To use RTS, you have to have New Vegas Script Extender, or NVSE for short: New Vegas Script Extender (NVSE) as well as Archive Invalidation, which can enabled in the Fallout Mod Manager. For managing mod load orders and such, you can use FOMM (I just linked to it) or even the Nexus' own Nexus Mod Manager. As for the console commands, you can find a list of those here: Fallout: New Vegas console commands. But they disable achievements, so I'd stick with the good ol' fashioned way of finding ammo and guns instead of adding them using the console.
