Fewer Minutemen quests.

One of the most annoying parts of the Minutemen faction is how Preston will give you radiant quests as soon as you talk to him, before you can even talk to him about anything else.

Here's a suggestion for a mod that fixes this issue: First, for every defense point that a settlement has, reduce the odds that they need the Minutemen's help by 0.02%. So a defense rating of 5,000 would make them entirely exempt from raider/gunner/super mutant attacks. This will obviously be difficult to achieve, but it's lore-friendly; the whole point of the Fallout universe is that government and the Rule of Law have collapsed. So you're going to have to make a settlement "Fort Knox 2.0" to truly get the bad guys off their back. The bad guys have to be able to take one look at the settlement's defenses and realize instantly that "zero chance of success" is an understatement.

Of course, I don't mind if this threshold is adjustable.

Second, give us the option to accept or refuse a quest. If you've got the Castle back (aka the Minutemen are back to full strength) and you refuse the quest, Preston will agree to hand the job to another Minuteman soldier. If it's before the Castle gets retaken, you will suffer a slight drop in Preston's affinity.

Anyone else second this request?
