Water Magic

I don't know if a mod like this already exists, but in my searches I have found nothing.

 

I wonder if it's possible to make hydrokinese powers available in Oblivion. I know there's no such thing as water damage in the game, but isn't it possible to compensate that with falling damage, or something?

I know Midas Magic has some water spells, but that's not really what I'm looking for. I mean, they're good, but I want a bit more than that.

 

Is this possible?
