Hexrowe
I'm using 64-bit GIMP 2.8.20 in 64-bit Windows 10 and it totally supports the DDS plugin. Make sure to also install the "32-bit plugin support" option when you install GIMP, I suppose? (Run the installer, but instead of "Install" click "Customize" and make sure all the optional packages are marked for installation - they take up so little extra space there's really no reason not to.) PS. I have also seen a 64-bit version of the plugin around somewhere, but couldn't find a live download with a quick googling. Never bothered with it myself since the standard version has always worked perfectly well for me. Edited March 28, 2017 by Hexrowe

dubiousintent
A 64-bit Windows system will run 32-bit apps. Usually if you have a problem installing one, it's because you don't have necessary support files installed. These are usually various "libraries" in 32-bit versions (see the app docs for requirements). As an example, there are both 32-bit and 64-bit versions of "DirectX", "Framework", and the "C++ Runtime" libraries. (Personally, I make it a practice to download and install both versions whenever I have to manually add a library to my 64-bit system.) In the specific case of GIMP, it uses a single installer for both versions for Windows, and chooses based upon which "bitness" of the OS you are running. To force it to install the 32-bit version, append the switch "-32" to the end of the installer: ie. "gimp-2.8.14-setup-1.exe -32". This means you will either have to run the installer from the command line, or create a "shortcut" and add the switch to the end of the "Target:" line. Remember that if the path to the location of the installer contains embedded spaces, you need to put the "Target:" line (except for the switch itself) inside "quotes": i.e. ["C:\<path with spaces>\gimp-2.8.14-setup-1.exe" -32]. Parameters (switches) always go outside of the quotes on a command line. -Dubious- Edited March 28, 2017 by dubiousintent

QueensBlade
so the informaytion on how to get 32 gimp working on 64 bit machine is forever lost in time? After you put the dds.exe file into your plug-in folder try running it in compatibility mode for Windows 8. That did it for me at least.
