Stage 1 I think it could work by giving the player a quest after collecting the chems at the end of "Diamond City Blues." The new quest gives you several options to sell the chems. You can take the chems to Diamond City, Goodneighbor, or a raider gang. If you take them to Diamond City you have to pay Mayor McDonough's hefty chem tax. If you sell the chems in Goodneighbor you will be confronted by Marowski's thugs for dealing in his territory. And if you take them to a raider gang, you will have to pass a speech check or else the raiders will attack you. It doesn't really matter how this first part is completed, (successful or not) because afterwards you will have another journal entry/quest where you decide that you need to learn more about the chem dealing game before you continue. Stage 2 You seek out someone (Insert custom, voice-acted NPC) who has the know-how to both produce and distribute chems. This person (let's say his name is Doug) tells you the basics of making and selling chems and becomes your right-hand man for your future chem empire. Doug tells you that a good way to make some money is to target addicts and junkies. He gives a short, simple, repeatable quest where you deal some chems to a random NPC (and you can drive the price up with speech checks). Return to Doug and he tells you some ways in which you can improve and expand your operation. Stage 3 Part 1: You need to find an old pre-war chemistry lab that is located in one of the high rises of downtown Boston. Clear the main floor of ghouls, restore power to the elevator, and enter/renovate the lab. Once that's done, Doug will move into the lab and begin making your chems. This will give you a small stock to sell. Part 2: You need to establish some business partnerships with smaller dealers in order to generate a cash-flow. You seek out three chem dealers in various areas of the Commonwealth in order to strike a deal. They agree to buy your chems on a regular basis, creating your first sustained source of income. You will be able to collect this weekly income from Doug. Part 3: You need to produce a greater quantity of chems. Doug makes some, but he needs some assistants and better equipment if you want to keep up with demand. You have to recruit some NPCs from your settlements to make chems. Then you need to renovate some more chem-making stations in your chem lab for the new employees to work at. (You will need to repeat this process every so often as you continue to expand your operation. You need the supplies before you can satisfy people's demand.) This opens up the door to expand your growing empire into Diamond City, Goodneighbor, and the Raiders of the Commonwealth. Stage 4 Talk to Doug and decide which area to expand into first: Diamond City, Goodneighbor, or the raiders of the Commonwealth. Diamond City:Doug informs you that Mayor McDonough's chem tax will cut into your profits severely, and you will need to begin smuggling chems in if you want to keep good margins. You ask around Diamond City and see if anyone knows anything about a secret entrance. A shady NPC offers information for money, and tells you about a secret tunnel that goes under the wall and connects to a nearby building. You investigate the building, clear the tunnel of ghouls, and resurface in a desolate corner of Diamond City. Then you decide to begin selling your chems via the pre-existing establishment known as Chem-I-Care run by Solomon. You approach Solomon and tell him that he will buy and sell your chems from now on. If a speech check is passed he will agree right away, if not you will have to force him into it through physical force. Once that is completed, you have officially expanded your chem empire into Diamond City and generated more weekly income which can be collected from Doug. Goodneighbor:Doug informs you that Marowski controls the chem market in Goodneighbor and that he will need to be dealt with before you can begin distributing in the area. Doug suggests that you clear out Marowski's secret chem lab at the Four Leaf fishpacking plant before killing him. After you've cleared the lab, travel to Marowski's office in the Hotel Rexford and kill him. Then talk to Fred Allen, Goodneighbor's local chem dealer. Tell Fred that he will buy and sell your chems from now on; he will agree easily since his original source, Marowski, is now dead. Once that is completed, you have officially expanded your chem empire into Goodneighbor and generated more weekly income which can be collected from Doug. Raiders:Doug asks you if you would like to sell chems directly to the raiders of the Commonwealth. He says that raiders can become your largest source of income, but is also aware that you might have moral qualms about it. If you say no, then Doug doesn't bring it up again, and you miss out on major profit opportunities (You can change your mind whenever you want by talking to Doug). Saying yes to Doug will prompt him to set up a meeting with a raider boss in a random location. Meet with the raiders, hash out a deal, generate some more income. This process is repeatable up to 10 times (on a cooldown) and if done enough times you can begin collecting thousands of caps from Doug every week. Side Notes You will need to renovate and staff a lot of chem-making stations. You will need to have at least one surplus station before you can even begin doing quests from Stage 4.Stage 3, Part 2: Partnering with three individuals chem dealers requires one chem-making station.Diamond City: Partnering with Solomon of Chem-I-Care requires one chem-making station.Goodneighbor: Partnering with Fred Allen requires one chem making station.Raiders: One chem station is required for every two raider gangs you sell to. Max of 10 raider gangs equals 5 chem-making stations.Total of 8 chem-making stations required for maximum profitDoug will have income for you to collect every week. You receive a notification when the income becomes ready, and the money accumulates so you won't lose anything if you forget to collect for a while.Profit values:Stage 3, Part 2: Partnering with three individual chem dealers yields 150 weekly caps each, 450 per week in total.Diamond City: Partnering with Solomon of Chem-I-Care yields 750 caps per week.Goodneighbor: Partnering with Fred Allen yields 750 caps per week.Raiders: Selling to individual raider gangs yields 200 caps per week. Repeatable up to ten times, total of up to 2,000 caps per week.Possible grand total weekly income: 3,950 caps per week (1,950 caps per week if not selling to raiders)At a random time after you've done the Diamond City and Goodneighbor quests, you will have the opportunity to unlock the ability to upgrade your chem-making stations. With these upgraded stations your employees will create purer chems for which you can charge 33% more. This increases the possible maximum weekly income from 3,950 to 5,270.At a random time after you've done the Diamond City and Goodneighbor quests, you will receive a quest notification to check on Doug. You enter the lab and talk to him and he reports that he has spotted raiders lurking around outside the lab. Then as you leave the lab, raiders attack you in the lobby. After clearing the lobby of raiders, you report back to Doug and he suggests that you hire some guards for the lab.You will also begin seeing your employees around the Commonwealth. A chem smuggler NPC will appear in the general vicinity of Diamond City, a chem dealer NPC will hang around outside Goodneighbor, and there will be occasional traveling chem-dealers who you can run into anywhere in the Commonwealth. You can buy discount chems from any of them, and they will all call you boss to indicate that they are your employees.
