Skyrim glitch - can't find ulfric to report - please help

Hey,

 

I play skyrim on a modded PS4. I'm far beyond trying to find an old game save. Probably won't be possible unless I lose a lottttt of my progress. Basically, I'm finishing liberating skyrim, falkreath I think and galmar tells me I need to report to ulfric. Initially I went to windhelm thinking he was there... he was not. So I actually looked at where the marker was and it showed him in the middle of the woods near korvandjung... I thought maybe he was on his way to camp lol ...I went exactly to the spot and he was no where to be found. When I used the "reveal the way"... it brought me to raldbfar ... I went through the whole thing and he was no where. I'm out of ideas... please someone help if this has happened to them :(
