Screen bug

So been having an issue with some odd screen effects, it doesn't stay forever and when I look down there is a water splatter effect, so I think its an issue involving the weather or the rain. It looks like this.

Your load order is all out of whack. Use LOOT to sort them, run WryeBash and make sure everything is green. Your bashed patch should be at the very bottom, and if it's empty it can cause problems. Make sure you create a bashed patch.

 

Reading your load order it seems you have too many weather mods installed. Start with one and make sure others are compatible. If you are running an ENB make sure it's compatible with those weather mods.
