Water surface sheets appearing

Has anyone else had a problem where big squares of water surface appear? Outside in Tamriel, you think you are approaching a lake, then realize there's no water there, just a big square of water surface. They also appear in the IC worldspaces; the market district, for example. When I fast travel to the Market District, the water surface is just about at the level of my head.

I've got screen shots worth a thousands of words, but don't know how to post them.

I have a lot of mods activated, but none specifically modify water. I opened each active mod in the editor, but didn't see any that added water to the Market district.

I did searches in the forums but couldn't find anything relevant.

I'm working on deactivating the mods one at a time and seeing if the problem goes away, but I don't know for sure if it's a mod problem or is now in my save game. I did start a new game, the problem still exists.

Any suggestions?

I had a mod which removed the Cyrodiil borders that removed the water from some places as well. But in my case it 'removed' the water..

Post your mod list! It could be helpful..

I had something similar but instead had squares of water up avove the land around the shores near niben bay. It all seemed to go away after I started using the safer water mod so I could sail the ship around from anvil and dock it up at the little pier behind the wawnet inn. I have the borders turned off too. I've had mods that caused landscape problems for me before. I've also seen crap failing to load, like fort farragut one time, just a big hole where it was supposed to be. I saved, reloaded and it was there... So sometimes the game may be just getting glitchy in some cases, probably because I have so many freaking mods.
