I don't think you can navmesh that, but turrets and what not can be stuck to the walls. Maybe you could design specific enemies that act like tiny vertibirds and put a invisible collision barrier to keep them from moving away from the wall/ceiling. I'm just spitballing here but has anyone tried something like this? On a slightly related note, I'm trying to have certain npcs (not on the walls) wander around at random when not in combat and run around wildly like idiots while trying to shoot you when they are in combat. I'm not having much luck though, I don't know which part of their default/combat package to alter. I find fiddling with movement speeds rather inconclusive and wish I had a better grasp of exactly how they interact with packages. Any tips would be most helpful.
