Solitude CTD

Hello, I've been playing Skyrim for around 150hours, I've only had around 5-10 CTD's during that time but now I'm having one I can't seem to get around.

I exited the Blue Palace in Solitude and began walking across the bridge back towards the town and had a CTD.

I re-loaded and entered the Bards College from the side entrance then exited through the main entrance and had a CTD.

I then fast travelled outside the city and re-entered through the main gate and it CTD again.

I'm only running a few mods specifically to avoid this kind of issue, the load order is copied from LOOT below.

LOOT shows the HighResTexturePack01.esp without a green tick next to it like all the others have, this is also shown below where it is skipped in the load order. I don't know what that means or if it might cause a problem though.

I've been in Solitude for a few hours doing various missions and it's been fine the whole time, only after exiting the Blue Palace this has happened.

My save folder is around 150mb, I don't think it's linked as the CTD happens immediately after entering Solitude or while I'm walking around within Solitude.

 

TES5edit also doesn't show 'HighResTexturePack01.esp' with a tick next to it on the plugin selector when I open the program, I would have to tick it manually.

OK I fixed that before, I don't know why the Texture update was unchecked but I checked it again and it ran OK. Those 3 texture packs are the official Bethesda ones.

Now though, around 10 hours later I'm having exactly the same problem. But this time everything is turned on that should be and LOOT doesn't show any problems.

I get a CTD when walking from the Blue Palace toward the rest of Solitude across the bridge, or when entering Solitude through the main gate, and when fast travelling to Solitude.

I just ran around Whiterun with no problems so it seems to be isolated to Solitude!

Please help, not sure what else to do.

I found this video which someone said fixed their problem which was described as being the same as mine...

 

It didn't work though, crashed at the same spot. The video is about the highrestexturepack01,02,03 interfering with mods. Solitude seems to be a common place for it to happen.

If I load a save from 10 hours ago the crash doesn't happen. But I haven't made any changes to anything in between, I just explored around solitude.

 

I was attacked by two dragons from the deadly dragons mod and kited them to solitude to get the guards to help me, game crashed right after that when I entered solitude.
