Red Streaks and Shadow bugs

I'm not sure if this is the right area to post this, but this community has helped me before and I hope it can help me again. I've come across a strange visual artifact, namely shadows that linger just a few seconds too long and red streaks across buildings and in part of the sky, that can only be seen when standing one way but not another. This problem first started when I started getting the notorious rainbow texture glitch and made an attempt to fix it via mods. Now I no longer get the rainbow glitch as I found it was caused by a driver error and disappeared with an update. However, in an attempt to rid myself of the rainbows, I attempted to install the Texture Optimization Project, first by ba2 merger as recommended, and later through loose files. It was around this time I started noticing the red streaks, particularly around the Boston Commons. So I uninstalled TOP and revalidated/redownloaded my ba2 files, but the problem still persists. So I'm hoping someone here could point me toward the next step to fixing this annoyance. Here is a few screenshots, my PC specs and my load order below. Modlist was sorted with LOOT, and I am running the latest F4SE.

Update: Could a moderator move this thread over to the general Fallout 4 troubleshooting section? I figured out this bug is there even without any mods active or installed.
