Mods for Fortify Destruction enchanting cost 80% less cap

Hey guys, my name is James. I am looking for a mod that limits the fortify destruction enchantment to reduce maximum 80% base cost. I have looked for ages for such a mod since it is game breaking to use fortify destruction for a mage. I am also trying to learn how to do this using tes5edit.

 

Any insight is needed. Much appreciated.
