Oblivion uses a different game engine and can't do many of the things Skyrim does. These parts are hard coded, and are not things that modders can really change.

 

Most Oblivion mods that feature two weapons at a time have one of the weapons be real, and the other be fake. It is actually a shield shaped like a weapon.

 

Oblivion is not built for guns. There are not a lot of good mods that feature rifles, shotguns, and pistols. The best ones have new gun models that are actually staffs, not bows. But Skyrim doesn't have guns either, so if you want your Oblivion game to be like Skyrim, then you are on the right track already by not having guns.

 

Oblivion does not support having two spells equipped and ready for use at one time. I have not heard of any mods that can do this. It is the same issue as the duel weapons. One of the spells would probably need to be a fake, and could not actually be cast when equipped to the off-hand.

Deadly Reflex will improve the combat. It won't really make the combat like Skyrim, but it'll allow it to compete with Skyrim in another way. I recommend Deadly Reflex 5, because DR6 is so hard to install correctly.

 

Midas Magic will add very unique spells, even more unique ones than Skyrim, but it won't let you use two hands to cast. As the person above me said, that probably can't really be changed.
