What I'm proposing is a mod that splits the Armor into two parts- the duster and the riot armor. If possible, it might be made to work on mod-added variants like the Courier's Combat Armor? I'v done a few on dlc armors (pics); The problem is most of the armors will clip with the duster, so they require some adjustment in blender. I haven't tried JaySus so I don't know if his duster is an altered mesh, but I think if one were to edit the duster (especially around the collarbone, chest and arms) you could probably get a mesh that woudln't clip with 90% of light armor. It is going to look bulkier, but that's a trade off your going to need to cover such a wide range of armor. The body armor isn't complete right out of the box, but geonox fixed that with a modding resource one can use. I think the basic idea is good (outlanders and other sci-fi, post apocalyptic fictions have kevlar dusters over body armor (although I believe the NV version is just a duster sans ballistic weave).
