making an object selectable without changing the reticle?

Is it possible to make an object selectable while preventing the reticle from changing to the grabby hand or otherwise cuing the player that the object is selectable? I am interested in making a mystery quest mod where the player has to search for clues but I don't want to make the finding of the clues too easy.

IIRC, in TES4, some unplayable objects could be grabbed and moved, which is what Karth is likely referring to. However, I don't think you can have it both ways, where the object is usable but doesn't have the activator, not without SKSE support anyway.
