Wonky and Stripped Shadows

My shadows are very bad outside and for interiors; the shadows do all kinds of weird things and make the game unplayable for me. The shadows are very pixelated and more annoyingly make a crazy strip effect. The game does this while running vanilla with all the DLC + unofficial patches, and I've never seen the shadows look normal. I've tried downloading the stripped shadow fixed mod but I didn't seem to have any result, and I tried adjusting my skyrimpref.ini but i'm sure what values to set. I'm going to attach some pictures of the issue. Please and thank you for advice/help.

Specs

Windows 10 Pro

AMD FX 4130 Quad Core 3.80 Ghz

8gb of Ram

BFG GeForce GTS 250 1gb (nvidia)

164gb of free hardrive space on C: where the game is installed.

I run the game on the medium setting with no FXXA.

As I stated this issue appears to be with the Vanilla game with mods having no effect. But maybe i'm wrong because I'm new to modding in general for Bethesda games.

Thank you for reading this and I would appreciate some help with issue, because I haven't even started a game . I feel bad my first post is a plea for help, but I don't think I can solve this on my own.

It's indeed a well known issue, that already can occur in the vanilla game. Lighting mods and ENBs might make the striped shadows worse, but they don't cause them.

Try installing the "Unofficial Legendary Patch" / USLEEP (BTW, you should use it anyway - it's a very useful and comprehensive bug fix patch): http://www.nexusmods.com/skyrim/mods/71214/?

USLEEP contains a fix, that SHOULD make most of these striped shadows go away.

I didn't know about the Unofficial Legendary Patch thank you! After some tweaking to my skyrimpref.ini and the patch I have more smoothed out shadows but the strip issue seems to still affect the wall I posted originally. I've noticed it goes away from certain distances and angles, but that's most likely typical behavior I assume.

Thanks again I feel like a fool for not having USLEEP in the first place. It fixed some other minor bugs I noticed.
