At a Loss - Build Menu's Missing

I decided to start a new game (been playing on and off for a long time). Everything seemed to be going well, I had been building up Sanctuary, logged off and back in a couple of hours later. Several items of building materials were missing from some of my projects and the Main Build menu was no longer there. I spent the last 6 hours going through the forums and trying many of the "Fixes" NONE have worked. As they say, "This isn't my first Rodeo" but despite all of my attempts to fix it, I can't seem to get it right.

 

Checked .ini settings

Uninstalled ALL Mods and Reinstalled

Tried Menu Fixer(s)

Did a Steam Validation

Updated and Reinstalled Mods

 

Still no luck getting my Menus back.

Never mind that!!! Found a YouTube video that got my Menus back, BUT now all of the Brush and Grass Items I removed using Scrap Everything is Back. Is there any way to stop this???

Make sure Scrap Everything is at the very end of your load order.
