Extremely Weird Fast Travel CTD

I've been modding for a long time and this is by far the strangest thing I've ever encountered...

Firstly, this crash usually occurs when I fast travel to a location - some places are free from the crash but specifically Dragon Bridge, Solitude, Jorrvaskr and WIndhelm have bheen affected. Whenever I attempt to FT to these locations my game locks up, and my character kind of just shakes in place, but when I try to move I can still hear my footsteps and the NPCs talking etc. so the game is still going.
When I alt-tab out and back in again, the game resumes for a couple of seconds and for some reason some epic battle music plays - doesn't sound like vanilla so must be from a mod I have installed but I don't remember it from anywhere... After a few seconds the game locks again, and after alt-tabbing once more it Crashes completely.

If I do manage to get to these locations via COC, it will load and I can move for a minute or two but many textures are bugged out and missing. Eventually, even if I COC it will do the same crash anyway, so I don't see a way out.

And before you ask - I just cleaned my mods fully, so I don't need to TES5Edit.
