Skyrim won't run windowed mode

For a couple days I've been trying everything I can think of to get it to launch windowed mode, but it won't.

I launch SKSE through Mod Organizer, and the problem started since I installed the ENB files. I'm using Tetrachromatic ENB.

 

 

I tried launching the game directly from steam and checking the windowed box.

I've changed the fullscreen setting to 0 in skyrimprefs.ini through MO, and doublechecked in windows explorer.

I've looked through all of my D:\Steam\steamapps\common\Skyrim .ini files, and set all fullscreen to 0.

 

I just can't figure it out, and I haven't found any other problem like the one I have.

Any input would be helpful.

Im having this exact issue too. Glad to see the only post on it never had a solution...

 

Edit: However i did just solve it, and if you happen to care despite it being months since you posted this i'll share my solution anyways

 

I had a mod called One Tweak, and it was preventing the files from being changed when i edited it on skyrim launcher through MO. After undoing the mod, it opened in window mode no problem.
