Plugin file not showing up/can't coc properly

I'm doing the Bethesda Level Design series, and I'm just at the start of the Clutter section (Haven't done anything with the clutter part), so I want to test it out. Two things happen, firstly, while I see the .esp I saved (LokirsTomb.esp) in my datafolder, when I open the Skyrim Launcher and go into Data Files, it isn't there, so I can't activate it. I also went into the game to try and coc there, typed in coc LokirsTomb into the console, but nothing happened. I did put in the cocmarker thing. I haven't modified anything other than what it told me to to in the tutorial so I don't know why this isn't working =/.
