I think I remember there was some talk about this awhile back somewhere. Not sure. This wasn't possible in Oblivion, so you had to teleport if a mod featured its own region -- it couldn't be added to the gameworld, apparently. People added content to the space outside the 'walls' of vanilla Oblivion, but that's not what I'm talking about.. It would be great for immersion if you could add new regions to Skyrims world. :) And it would also be great if someone expanded Skyrims world itself. Maybe Beth's DLC?
