First, Hammerfell is indeed completely independant. It succeeded from the Empire following the White Gold Concordant, and spent the next 7 years fighting the Thalmor. They managed to fight to a stalemate, and in acordance with the Second Treaty of Stros M'Kai, the Thalmor withdrew, though southren Hammerfell is now a wasteland.

 

Second, i for one do not want to see Hammerfell as DLC. It's a province, and as such deserves its own game, rather than being a cling-on to Skyrim. Places like Solsthiem, Daedric Realms and the Northren islands make much better places for Expansions, as by doing so you aren't short changing any of the provinces.

Each of the Elder Scrolls games take place in a different time, not just in different locations. Arena, for example, was ALL of Tamriel. There is no reason not to expand into Hammerfell.

 

Even if Bethesda doesn't do it, a modder will. Personally, Dragonhold sounds a lot like Berlin prior to the fall of the USSR.

 

And let's not forget that those warriors from Hammerfell have curved swords. Curved. Swords.

I would absolutely love Hammerfell. The arid climate is a departure from the tundra and snowy peaks of Skyrim just like the Shivering Isles went from generic Western Europeanish Cyrodiil to Jimi Hendrix acid trip realm of the Madgod. Also the Arabic theme of Hammerfell might be pretty cool.
