Busted grapple moves

When the grapple moves are performed on the player character a lot of them result in the character merging with the enemy and then performing the move on a non-existant invisible person instead of taking the being hit position.

Player to enemy moves work fine and enemy to enemy moves work fine but enemy to player doesn't. I know they used to.

I didn't have a lot of mods so deleted everything, uninstalled the game and started over with no mods at all but that didn't fix anything other than ruling out a mod being the cause. (Which was unlikely anyway because the only thing I had that touched animations was a poser.) I can't find anyone else having this issue either.
