Heavy armored enemies actually tougher than light/naked opponents

It seems like bandit toughness (hp) is completely randomized where you often face opponents who are semi naked or lightly armored but can take a lot more hits than their mates who are in cased in heavy armor and drop after a fraction of the damage. If you could actually tell which enemies are going to be toughest to take down before hitting them and gauging the health bars response a lot more strategy in battles could be used, meaning sneak and or ranged attacks could be directed much more effectively in combat. This mod would be really helpful for players who want to crank up the difficulty or add damage multipliers for faster more challenging combat. Since i have no modding experience i doubt i could pull off making this mod my self. Any feedback would be much appreciated.
