Cant cast custom spell ?

Hi, I've create a new spell using an existing effect to test thing out.
I'm adding the spell to the character via console and select it but I cannot cast it, the spell appers in the characters hand but when I try and cast nothing happens.

The cost of the spell is 0 and the perk is alteration novice.

I don't know if you solved the problem allready, but you will need to provide more information than this if anyone is to figure out what the problem is.
