Dual booting for skyrim

Current system: GTX 780ti 3gb, windows 8.1, 1080p monitor

 

Hi all,

So to get the most out of Skyrim I'm thinking of upgrading my video card to a 1070 8gb and picking up a copy of windows 7 so I can dual boot into either windows 7 or 8.1.

Firstly, I assume this will work? By that I mean windows 7 will allow me access to all that lovely vram when modding/playing skyrim and should allow me to run more/heavier graphics mods?

Secondly, I assume I'll have to reinstall Skyrim, mod organiser and all my mods? This isn't a massive issue as I'll be starting from scratch anyway. Obviously if I don't have to reinstall everything it'll save me quite a lot of time
