LE Npc merchant named Fletcher Rhodes

He is a npc that simply does one thing. lets the player trade up bulk arrows for higher grade arrows.

For example. For 100 iron arrows the player trades in to Fletcher Rhodes. Fletcher Rhodes returns 10 steel arrows. Likewise if the player trades in 100 steel arrows. The player then in return receives better arrows in a stack of 10. Ultimately leading to the highest grade arrows. As for what city he should reside in who knows. maybe make a set of merchants in this vein of thought throughout the holds.
