so this is something i would really want to work on the only problem i see so far is doing the main quest without dragon shouts

 

EDIT: maybe go through the main quest and see what shouts are required to advance the story and only make them available when needed to advance the story

ive never modded an elder scrolls game before but im fairly confidant with programming in general so i dont think i would have too hard a time scripting in skyrim im not good with the modeling or anything like that though

You won't have to really model anything, it's mainly changing the gameplay and how the game works. And, no, I'm not talking about getting rid of Shouts, only being able to use them once a day or maybe you have to go and do something to replenish them.

maybe we could possibly remove the more powerful shouts and maybe adding new shouts and i like the idea of making em like the once a day powers

 

EDIT: oh and for the armors maybe to wear anything more then just the basic light armor we could add perks in light armor and heavy armor in the use of the better armors

hm... maybe, depending on the shout I guess. I never really liked the idea that a shout could summon animals to your aid or calming animals down for a few seconds EDIT: I also never liked the "Throw Voice" shout, never really worked for me.

 

and for the armor, I was thinking you could take training, but perks work to.

yah perks might work for armor but now that i think about it its like your training yourself in wearing the armor if you have someone train you it makes more sense you can still have it in the skills window but instead of spending a perk point you have to go to someone to train

 

and that makes me think of how to do spells have the first perk be the learning that kind of magic perk and you can only get it by training and then after that you can put perk points into it to get the rest of the perks

how about instead of it being a perk, it's an Active Effect once that person trains you, and the effect allows you to wear better armor
