Guard overhaul

I'm having a problem with this mod. I did what it the readme says and activate it in the data files, but when I start the game I dont get any item and the guards still come after me when i kill someone.

First thing that comes to mind is to check and see if the .bsa file was placed in the Oblivion/Data folder along with the .esp files.

 

Another note is that the Unofficial patch should be the first thing you load after any .esm files you might be using. Since your list does not show any, UOP should be the second item in your load list.
