The orange highlight effect seems to be configured to only apply to the specific Night Horde AI type that spawns at night time (highly aggressive virals, volatiles, etc) and does not simply have a flag or attribute that can be enabled or disabled on types of AI.

 

It may have been possible to alter all standard infected during day time to instead be reconfigured and spawn as Night Horde zombies so all infected could be highlighted during day time (and also have the Night Horde zombie behavior) in older game versions, but with the v1.10 game update Techland intentionally changed AI file behavior to not recognize changes made to the files. This decision by them effectively destroyed any real tweaks to AI and their behavior. Some minor alterations can still be made in some files, but overall they killed the ability for modders to make changes to enemy behavior.

 

So I guess one would need to first use an old game version (pre-Enhanced Edition/The Following), then go through and re-work the enemy AI Type classification of infected and individual type behaviors to see if infected could be reconfigured in such a way.
