File Section Glitch or something

This is a continuation of my last post here but:
My Issue is that on every mod page I go to, I cannot see the files tab. It pretends to load for a split second then just shows "E"

but my Chrome console is telling me
"Failed to load resource: the server responded with a status of 403 (Forbidden)"
What does that mean? Am I somehow banned from looking at the files section?
5 days and a lot of searching has yielded no fixes.

Before you say fix the whole https:// thing, I've tried that and it does not work for me.
Please help, I'm a bit annoyed that I cant do any manual installations.

EDIT: Turning adblock off doesnt fix it either
